Shen Changyu was included in last year’s list for his excellent work cracking down on bad-faith filings in China.
The CNIPA, under his leadership, supplemented last year’s measures by releasing new draft rules in October that proposed to downgrade the ratings of Chinese patent agencies that assisted in filing fraudulent patents.
Changyu also worked on making the CNIPA a leading patent enforcement venue in 2022.
The CNIPA handed down its first batch of patent enforcement rulings in July. According to local stakeholders, the standard of the edicts established the office as an attractive alternative patent litigation forum in China.
The CNIPA released several other guidelines this year to help rights owners better prosecute and monetise their intellectual property, including one set to help patentees looking to exploit their patents under the newly introduced open licensing system.
The office is also revising the Implementing Regulations of the Patent Law and the Guidelines for Patent Examination and plans to release them by December end.
Led by Changyu, the CNIPA has retained its position as the top filing destination for trademarks, patents, and designs for several years.
According to WIPO’s latest statistics, China has the largest number of geographical indications in force in the world.
Further, in 2022, China climbed to the 12th spot on the Global Innovation Index, which measures an economy's innovative capacity and output.
