PTAB confirms vice-chief judge and board executive appointments

The Patent Trial and Appeal Board has appointed Scott Boalick to the position of vice-chief administrative patent judge and Adam Ramsey to the position of board executive

Judge Boalick had previously been acting vice-chief judge of the PTAB. He will lead PTAB Division II with oversight responsibility for the judge sections primarily handling AIA trials, inter partes re-examination appeals, and interferences. He has been a judge on the board since 2007. With this appointment, Judge Boalick – who is a veteran of the US Navy – joins the senior executive service. James Moore was the previous vice-chief administrative patent judge.

As board executive, Ramsey will be responsible for oversight of PTAB administration, information technology, hearings operations, data analysis, and the Office of the Chief Clerk. Ramsey joins the PTAB from the Federal Mediation and Conciliation Service where he served for almost four years as a supervisory attorney advisor and the chief human capital officer. With this appointment, Ramsey also joins the senior executive service. Prior to his time at the Federal Mediation and Conciliation Service, Ramsey served in the Army and held a variety of human resources and attorney positions.
